Official development assistance (ODA) is defined as those flows to countries and territories on the DAC List of ODA Recipients and to multilateral development institutions which are:
1. provided by official agencies, including state and local governments, or by their executive agencies;
2. each transaction of which:
a. Is administered with the promotion of the economic development and welfare of developing countries as its main objective;
b. Is concessional in character and conveys a grant element of at least 25 per cent.
Bilateral assistance includes development cooperation activities carried on directly between Romania and the partner state, or indirectly, through contractors.
Multilateral assistance includes core contributions to international organizations included on the list of DAC-OCDE, and to special funds administered by these organizations.
Development education assistance and public awareness in the field of international development are activities carried on for promoting a better understanding among Romanian public of global issues and specific aspects regarding the international development cooperation policy.
Humanitarian assistance is emergency assistance granted to states in case of disasters and prolonged armed conflicts with the purpose of alleviating the consequences on the victims. Humanitarian assistance includes assistance granted in the transition process from a humanitarian crisis to the processes of rehabilitation and early reconstruction.
