The Mobility Fund was created to facilitate the rapid transfer of Romanian expertise to meet ad hoc needs of partner countries for development cooperation in sectors where Romania can bring added value.
The Mobility Fund is a quick response tool to meet the immediate needs for development, identifying future programs and projects that can be developed as a result of the initial transfer of expertise, and developing the expertise supply of the proposed projects by identifying real needs and current beneficiaries and familiarity with local specificity and factors that can influence project implementation.
The funds are allocated and implemented by the RomanianAgency for International Development Cooperation (RoAid), with the fundsapproved for this purpose within the framework of the Annual InternationalDevelopment Cooperation and Humanitarian Assistance Plan.
According to the legislation, the transfer of expertise tothe partner states of Romania is carried out by means of temporary missions, towhich they may participate, if they have the necessary qualifications for theaccomplishment of the respective mission:
a) persons from public institutions in Romania;
b) persons from public institutions in beneficiary states;
c) persons from private entities and non-governmentalassociative environment in Romania;
d) persons from private entities and non-governmentalassociative environment of beneficiary states.
Missions can include attendance at work sessions,conferences, working meetings, professional training activities, operativecivil protection interventions, saving lives, fighting natural disasters, aswell as providing consulting and exchange experience.
Priority will be given to activities that have practicalobjectives, experience sharing, contributions to project-based activities,training activities and study/report development.
The Mobility Fund can cover the following types of expensesfor participants:
a) travel expenses related to the mission’s mission -expenses related to international transport;
b) daily accommodation and indemnity within the limit of thelegal level established for indemnification, by Government decision, for thestaff of the public authorities and institutions.
